After visiting the site a nuimber of times, we've now come to notice the environmental/financial change that occurs at the moonlight tower. The site north of the tower is inviting to the public. People want to be there to hang out. But south of the tower, there is a drastic change. Buildings become more gloomy. Outside gatherings are more sparse. It's definitely not an inviting atmosphere.
